Transparency Code

Preston Capes Parish Council has adopted the Transparency Code for Smaller Authorities, published by the Department for Communities and Local Government in December 2014.

This code is issued to meet the government's desire to place more power into citizens' hands to increase democratic accountability.

It applies to parish councils with an annual turnover not exceeding £25,000.

The code is mandatory from 1 April 2015 and requires the online publication of key spending and governance information on the occasions specified in the Code; also of meeting agendas and minutes and associated reports.

General Data Protection Regulations

In May 2018 the European General Data Protection Regulations (GDPR) came into effect GDPR - UK.

The GDPR provides the basic rules about informed consent and more ethical approaches to personal data collection and processing. This gives everyone meaningful controls and sensible privacy settings about any data that an organisation may hold about them.

Preston Capes Parish Council has adopted the local N-CALC service to act as its Data Protection Officer (DPO). As such N-CALC are the first point of contact if there is a data breach info@northantscalc.com However, the Parish Council have relevant policies and procedures in place to ensure data breaches do not occur.

Preston Capes Parish Council only holds personal data about its Parish Clerk for employment purposes, plus a copy of the current electoral register (for elections nominations). It does not meet current requirements to register with the Information Commissioner's Office (ICO).

We aim to publish as much information as we can online. However, some items are only available in print. You should be aware that the Council is entitled to withhold certain information. Please check the Documents section for "Policies", "Procedures" and "GDPR" documents.

The Parish Council is registered with the Information Commissioner's Office and seeks to meet the requirements of its model publication scheme, materials available being specified within its Transparancy Code (above).
