Preston Capes Parish Council Serving the people of Preston Capes

These documents are a useful aid to Parish Councillors, new and old. It is intended that they are reviewed annually, as a reminder of best practice.

However, several of these Governance documents are only refreshed occasionally, as 'Model Orders' for local adaptation by the Council. Therefore the review may be a simple tille page date change, or Councillors may accept as read, that the current regulations stand as-is.

Parish Council Standing Orders

The Parish Council Standing Orders comprise instructions for the Parish Council to run its public meetings and finances in an orderly fashion.

Supplied as Model Orders from N-CALC, they are cut-down to remove non-applicable sections, then adjusted to account for local quorum and public time values.

Parish Council Codes of Conduct

The Codes of Conduct interpret the underpinning principles of Selflessness, Integrity, Objectivity, Accountability, Openness, Honesty and Leadership, as applicable to behaviour among elected and co-opted members of the council. This revision seeks conformity for all Councillors at unitary and parish council levels.

Parish Council Risk Assessment

The Risk Assessment considers matters such as assets and insurance, public liability and financial management.

Parish Council Financial Regulations

These determine how the Parish Council's Responsible Financial Officer (usually the Parish Clerk) should manage the public money held by the council. This also includes forward budgeting and auditing of the accounts on a regular basis.

Parish Council Policies and Procedures

A mixture of policies and procedures associated with Data Protection, Dispensations, Equal opportunities, Harassment, awarding of grants and planning considerations.

Parish Council Complaints Procedure

Adapted from that supplied by N-CALC in February 2023, this document provides a simple 4-side process for complaints being made about services provided by the Parish Council. It does not apply to personal complains against Councillors.

Referring to Section 5, the appropriate time for influencing council decision-making is by raising your concerns before the council debates and votes on a matter. You can do this by writing to the clerk to the council in advance of the meeting at which the item is to be discussed. The meeting agendas are published in advance. There may also be the opportunity to raise your concerns in the public participation section of council meetings.
